RO e-Factura submission deadline changes

The deadline for submitting invoices to RO e-Factura changes to five working days from the invoice issuance date, subject to the applicable statutory invoice issuance deadline. 

Romania operates a mandatory electronic invoicing framework through the national RO e-Factura system, administered by the Romanian Ministerul Finanțelor  and the Agenția Națională de Administrare Fiscală  (ANAF).

Electronic invoicing became mandatory for domestic B2B transactions from 1 January 2024, building on requirements already introduced for public-sector transactions. The system has since become a central part of Romania’s digital VAT and invoice reporting environment.

Businesses carrying out transactions within the scope of Romania’s domestic B2B e-invoicing rules are required to use the RO e-Factura system. The requirements apply broadly to taxable persons established in Romania and to relevant transactions falling within the Romanian VAT framework.

Electronic invoicing is also established for transactions involving public authorities, while invoice reporting through RO e-Factura has been extended to relevant B2C transactions. Specific exemptions and rules may apply depending on the transaction and taxpayer involved.

Businesses within scope must generate compliant structured electronic invoices and transmit the required invoice data through the national RO e-Factura system.

The system validates and processes the electronic invoice, making the structured document available through the national platform. Businesses therefore need processes capable of generating compliant invoice data, transmitting it electronically and handling the resulting documents and responses as part of their existing invoicing workflow.

A traditional PDF invoice alone doesn't satisfy the structured electronic invoicing requirements where RO e-Factura is mandatory.

Romania’s electronic invoicing infrastructure is centred around the national RO e-Factura platform operated by the Ministry of Finance and ANAF.

Electronic invoices are exchanged as structured XML documents based on the European EN 16931 standard and Romania’s national semantic specification, RO_CIUS. The structured format enables invoice information to be processed automatically by both the national platform and connected business systems.

Businesses can generate invoice data from their existing ERP or accounting systems and integrate the electronic submission and processing of invoices into their existing workflows.
